Pimpri Chinchwad, an urban agglomeration near Pune, is an acknowledged masterpiece of community-oriented, real-estate led development. It has a unique blend of sustainable residential spaces, highly advanced transportation networks, a broad spectrum of employment opportunities, modern housing typologies such as township properties and superior supportive infrastructure and excellent supportive infrastructure and services. At every stage of planning, this city's inherent natural, cultural, sociological and economic resources have been carefully preserved. Having bagged its place in the fourth list of the 30 cities to be developed under the government's smart cities mission, Shravan Hardikar, Municipal Commissioner, Pimpri-Chinchwad Municipal Corporation, holding the additional charge of CEO, Pimpri Chinchwad Smart City Corporation, speaks to the CW team on upcoming projects that will change the face of this industrial city.
Tell us about the city's development since 2017.
We have initiated the process of acquiring DP reservations in underdeveloped areas of the city for the construction of roads, gardens, hospitals, schools and similar city development projects. We have also planned for the construction of 50 new roads in the underdeveloped areas of Charholi, Moshi, Chikhali, Tathawde, Ravet, Punavale and Kivale. These are the newly added villages in the area under the Pimpri Chinchwad Corporation. We have completed the process of land acquisition and have started the total development of these areas.
Further, we have started the construction of around five to six new gardens to enhance public spaces in the city. We are also in the process of establishing a scientific waste processing through Material Recovery Facility and waste-to-energy plant and have completed the tender process for the same.
Under the AMRUT scheme, we have undertaken 24 x 7 water coverage for the remaining 60 per cent of the city. We now intend to cover the entire area of the city under this scheme.
The works have been awarded and will soon be started. We are also in the process of revamping our old sewage network that is failing. We will add three new STPs in the areas where new growth is coming up. The DPR preparation for riverfront development projects on the banks of river Pawana and Indrayani has started and soon massive public space development will be taken up by involving people of the city, its experts and the corporation.
What's more, the Pimpri Chinchwad Municipal Corporation has undertaken work under the Pradhan Mantri Awas Yojana; four projects have been sanctioned and two are already in the pipeline. That's roughly around 4,300 houses. Three projects for the construction of 3,667 houses have been tendered out and are currently being awarded to eligible bidders. Under the Swachh Bharat Abhiyan, we have tendered out bids for the collection and transportation of waste from door-to-door to the processing plant. It is also an end-to-end process.
Under smart city, we have appointed a consultant and two expression of interest (EoI) have been announced. The first EoI is for the creation of passive infrastructure of the fibre optic cable. We intend to monetise it through O&M contract. We have also come up with the second RFP for active components of smart city like command and control centre (CCC), smart mobility, smart parking, smart water, smart lighting and city surveillance as active elements to boost citizen services and improve public safety.
What tenders are being issued for smart city?
In area-based development, the DPR is being prepared for connected smart streets, connected green spaces, eclass rooms, smart health management and GIS-based city operations. We also have plans to start development of parking infrastructure to boost intermodal connectivity with the metro and bus rapid transit system (BRTS). We have also issued tenders for affordable housing under the PPP route of PMAY and are hoping to get a good response from the developers. Smart street lighting is a major project in the pipeline.
How is Pimpri Chinchwad being projected as a smart city? What is the amount budgeted for the completion of this plan?
Pimpri Chinchwad is an industrial city. We are in the process of designing the vision for the coming 30 years. We have already appointed an agency for city transformation. We do not just want to make it a smart city but the most liveable city in the state. For achieving that, we have to work on all dimensions. It is not just about infrastructure but more about sustainability and management of it. We have three rivers; we need to clean them and make them open to the public. Pavna riverfront and other riverfront developments need to be carried out.
A lot needs to be done in social infrastructure creation. Pune has a huge heritage and legacy. We are comparatively a new city and will have to work on building our own identity. We are flanked by the heritage villages of Alandi and Dehu and the most modern IT park at Hinjewadi. We are the base of automobile manufacturing.
We have to make use of all these to craft our own space in life and social infrastructure. We have the best infrastructure; we will build more on social infrastructure.
We intend to invest more on sports infrastructure and make PCMC a modern sports city.
We have a healthy financial condition and a hefty surplus.
We have an annual budget of Rs 35 billion and we have received an additional Rs 20 billion as capital grant from schemes such as AMRUT, PMAY, smart city and other projects. Hence, the budget is roughly around Rs 50 billion and we are capable of giving something more to the city.
What about transport?
In terms of transport facilities, we are the most successful city in terms of a BRTS. We have a BRT route of 39 km and a commuter count of over 2.5 lakh riders. Two more corridors will be added to this after the safety audit. Other corridors will come up offering good connectivity. Road development is an area we have always concentrated on.
We are also focusing on metro work and are looking to completing it by 2020. We want to extend the metro work to the Bhakti Shakti junction and have asked the metro authorities to prepare a DPR of Chakan Road too. Also, we are planning to install bicycle and pedestrian tracks as part of NMT enhancement and are identifying areas for the same. This will go far in reducing the travel time of people.
What waste management initiatives have you undertaken?
Waste management is a crucial area. We are focusing on the segregation of waste at source.
We are doing a lot of composting and recycling of plastic waste as well. Construction and debris processing is also part of the plan. Plus, hotel waste is independently looked at and converted into bio fuel. We are working on a waste-to-energy plant that will have less residue. We are planning to acquire more area for a sanitary landfill.
We have a recycle zone in Chikhali and recyclers to collect the waste. We are planning to legalise them. We have to work with all these along with e-waste. The focus is on collection drives. Recycling of water is another area we have concentrate on. We have a policy of recycle and reuse of waste water.

We are in the process of transformation. We have to establish a vision and strategy. Key projects will be monitored very closely.
This year, we will have a lot of projects coming up and work on ongoing projects will pick up pace.
