Union Budget 2011-12 has offered a mixed bag of proposals for cement manufacturers. Although the budget measures to boost the infrastructure sector augur well for the cement industry, the replacement of existing excise duty rates on cement will have a negative impact on the cement industry. The present excise duty rate is changed to composite rates having an ad valorem and specific component.
