An ambitious power transmission line that connects five regional grids has failed to give results. The southern states have been paying Rs 5.1 to Rs 7.3 per unit from 2011 to 2013 as against the expected Rs 3.5 per unit. Also, seller states like Chhattisgarh, Odisha, West Bengal, Sikkim, Bihar and Jharkhand have received only Rs 2.8 to Rs 2.9 per unit as they have not been able to sell their surplus power to deficit states in the South. With problems ranging from high level of congestion in lines and the inability of the national power grid to transfer power from surplus states, some deficit states continue to pay more than required while purchasing power.
