The Smart City plan of Varanasi has identified traffic congestion and encroachment menace in the holy town as major problems. The city has cited an Ernst & Young study on a ´City Mobility Plan´ to say that 50 per cent of the carriageway capacity in the heart of Varanasi is occupied by irregular parking as no proper parking facilities exist. Encroachments, the plan has specified, is another serious problem leading to shrinking of space for vehicles. It has proposed retrofitting near the Kashi Vishwanath temple - namely the Bhelupur, Sigra, Gadoiya and Lahurabeer areas - which is also the central business area of Varanasi and will benefit 4 lakh people.
