The Centre is considering a plan to allow lenders to substitute road developers even before the commencement of commercial operations of the project. As a result, the lender need not declare the project as a non-performing asset (NPA) to substitute the developer or wait for the developer to exit. So far, the exit policy announced by the previous government has not generated the required response from the developers. The new windows providing 100 per cent exit will be applicable to all projects, already awarded and the future projects. The proposed changes will be a win-win situation for all.
