According to sources, DSIIDC was tasked with building 34,260 low-cost houses under the Jawaharlal Nehru National Urban Renewal Mission, of which 17,660 were completed, while 16,600 remained incomplete. Though a few hundred flats were allotted, some were transferred to the Delhi Urban Shelter Improvement Board (DUSIB) for slum dwellers. Attempts to sell 4,348 flats in 2022 were halted by RERA, prompting DSIIDC to comply with regulatory requirements.

To meet RERA's conditions, DSIIDC will engage consultants to prepare and submit necessary documents for approvals and non-objection certificates from various authorities including the Municipal Corporation of Delhi, Delhi Urban Art Commission, Delhi Fire Services, Delhi Jal Board, and DDA, and obtain occupancy certificates for the completed flats.

Despite DSIIDC's argument that the flats were built before RERA's inception, the regulatory body rejected this claim. An official stated that once consultants are engaged, the formalities are expected to be completed within six months, after which the flats will be marketed to workers in the vicinity.

Additionally, DSIIDC is addressing security concerns, as numerous thefts of fittings and structural materials have been reported. Security guards will be hired to protect the unoccupied and partially constructed flats, ensuring that they are not illegally occupied and that any stolen or damaged fittings are replaced.
