Coal Ministry to Launch RECLAIM Framework for Mine Closure, Revival

The Ministry of Coal is set to launch RECLAIM, a Community Engagement and Development Framework, on July 4, 2025. The initiative, to be launched by the Union Minister of Coal and Mines, G Kishan Reddy, has been developed by the Coal Controller Organisation in collaboration with the Heartfulness Institute.

RECLAIM is designed specifically to address the challenges associated with mine closures, recognising the significant impact such closures have on both the environment and local livelihoods. The framework aims to ensure a just and sustainable transition for communities that have long depended on mining activities.

Functioning as a structured guide, RECLAIM outlines a practical, step-by-step approach for inclusive community engagement and development during the mine closure and post-closure phases. It seeks to institutionalise community participation in the transition process, providing actionable tools, templates, and methodologies adapted to the Indian context.

The framework places a strong focus on gender inclusivity, representation of vulnerable groups, and integration with Panchayati Raj Institutions to ensure equitable and locally relevant outcomes. Through this initiative, the Ministry aims to promote ecological restoration and long-term socio-economic resilience in mining-affected communities.
