Union Coal and Mines Minister G Kishan Reddy inaugurated the Coal Neer packaged drinking water plant at the Handidhua underground mine in Talcher. The facility was set up at a cost of Rs 196.7 million (Rs 196.7 mn) and will utilise underground water from the closed mine after treating it to make it suitable for human consumption. The project represents a reuse of mine assets to address local water needs and reduce dependence on external supplies.

The packaged drinking water will be supplied free of cost initially to residents of peripheral villages affected by mining activities and will also be provided to Mahanadi Coalfields Limited (MCL) offices. Distribution is intended to support community health and to ensure that affected populations have access to safe water close to their homes. The scheme is part of a broader effort to provide tangible benefits from mine closure initiatives.

Reddy carried out the inauguration virtually and described the move as an example of responsible and scientific mine closure practice aimed at benefiting local communities and creating employment opportunities. He emphasised that the closure of a mine should not be seen as an end but as an opportunity to explore alternative uses and livelihoods. The Coal Neer initiative was cited as demonstrating how closed mine assets can be repurposed for social use.

The plant is intended to operate in coordination with local agencies and coal company offices to ensure sustainable water management and distribution. Officials indicated that initial supplies will target the most affected habitations while monitoring systems will ensure water quality and operational safety. Observers noted that such initiatives can provide a template for similar projects on other closed mines and for maximising community benefits from resource rehabilitation.
