Ministry of Mines Classifies All Limestone as Major Mineral
Through a Gazette notification dated 10 October 2025, the Ministry removed this differentiation, simplifying the regulatory framework and promoting ease of doing business. An accompanying order issued on 13 October 2025 under Section 20A of the MMDR Act outlines the transition of existing minor mineral limestone leases to major mineral leases.
Key provisions include time till 31 March 2026 for leaseholders to register with the Indian Bureau of Mines (IBM) and continuation of existing mining plans till 31 March 2027. The order also allows certain exemptions related to reporting and compliance during the transition period.
This decision follows recommendations from an Inter-Ministerial Committee chaired by a NITI Aayog Member. It addresses a long-standing industry demand, enabling limestone producers to sell freely to cement and other industries—expected to boost rural employment, enhance mineral availability, and accelerate infrastructure growth across the country.
