Hindustan Petroleum Corporation Limited (HPCL) is set to begin crude processing at its 180,000 barrels per day Barmer refinery in Rajasthan by the end of January 2026, marking a major expansion of its refining footprint in India.

The commissioning of the Barmer facility will significantly enhance HPCL’s overall refining capacity and position it as the second-largest state-owned refiner in the country. With this addition, HPCL will surpass Bharat Petroleum Corporation Limited (BPCL), which operates refineries with a combined capacity of around 706,000 barrels per day.

HPCL currently operates a 190,000 barrels per day refinery in Mumbai and a 300,000 barrels per day facility in Visakhapatnam. It also holds a 48.99 per cent stake in HPCL-Mittal Energy Limited, which operates a 226,000 barrels per day refinery in Bathinda, Punjab. The Barmer refinery further strengthens the company’s refining portfolio and operational scale.

In preparation for commissioning, HPCL has received crude oil shipments from multiple international sources, including Azerbaijan, Libya, Angola and Nigeria. The diversified sourcing strategy is expected to support stable operations and enhance supply resilience.

The new refinery is expected to reinforce HPCL’s position in both domestic and international oil markets, improve energy security and contribute to India’s expanding refining infrastructure. The project also reflects HPCL’s long-term strategy to scale capacity and strengthen its competitiveness in the evolving energy landscape.
