The Assam Cabinet has approved JK Lakshmi Cement’s Rs. 110 bn investment proposal for a clinker manufacturing plant and four cement grinding units in the state. The project is expected to create around 2,000 direct jobs once the facilities become operational.

The project will be developed in two parts. The clinker unit will manufacture the intermediate material used in cement production, while the four grinding units will process clinker into finished cement for the market. The investment will be implemented in phases.

JK Lakshmi Cement had previously indicated plans for a large greenfield cement project in Assam. The Cabinet’s approval formalises the company’s proposed investment and includes the development of value-added cement products in addition to conventional cement manufacturing.

The Cabinet also cleared a wetland restoration programme estimated at Rs. 7.97 bn. The Asian Development Bank will provide about Rs. 6.38 bn of the funding through a loan, with the balance to be contributed by the Assam government. The programme aims to restore more than 100 neglected water bodies, locally known as beels.

Other measures approved at the meeting included a Spices Board testing laboratory in Guwahati and support initiatives for the festive season. These included an increased welfare payout for Orunodoi beneficiaries and a bonus for tea garden workers ahead of Durga Puja.

The cement project is among the larger industrial investments approved in Assam this year. It is intended to expand manufacturing capacity in the state and support employment in the northeast, particularly in sectors linked to construction and infrastructure. Higher local cement production could also strengthen supply for projects across the region.
