Australian Climate Change and Energy Minister Chris Bowen has described the India-Australia energy partnership as being based on complementary strengths, highlighting cooperation in solar training, green hydrogen and reliable energy supply chains.

Speaking at the Chintan Research Foundation (CRF) Pre-COP Dialogue in New Delhi, Bowen said the Solar Academy in Gujarat would train 2,000 solar technicians. He said Australia and India were also working together on green hydrogen, with Australia contributing research and capacity while India developed complementary capabilities.

Bowen said renewable energy had an important role in strengthening energy security amid the global energy crisis. He pointed to the reliability of sunlight and wind, and said cooperation between the two countries could support dependable supply chains. He also referred to discussions with Reliance and other companies on fuel security.

On COP31, Bowen said his negotiating priorities included electrification, access to finance for Small Island Developing States, and the importance of oceans. He noted that he and Indian Climate Minister Yadav had co-chaired negotiations on three occasions, adding that further consultations with India and other parties would take place in the coming weeks.

Bowen said the floods in Nepal had highlighted the importance of climate adaptation and resilience. While loss and damage would remain part of the wider discussion, he said the immediate focus of COP31 would be adaptation and ensuring that vulnerable countries could access existing climate finance.

Addressing Australia's coal exports, Bowen said coal continued to have a role in the energy system but stressed the need for a transition. He said Australia recognised its responsibility as a fossil fuel exporter and could contribute to that transition. Bowen said COP31 would follow a predictable, inclusive and consultative approach. The conference is scheduled to take place at the Antalya Expo Center in Antalya, Turkiye, from November 9 to 20.
