BPCL Sembcorp JV Secures 10KTPA Green Hydrogen Contract
Under the agreement, NeuEN will develop a 10,000 tpa green hydrogen production facility at NRL's refinery in Assam supported by a long-term offtake arrangement. The project will integrate renewable power with advanced energy storage and electrolyser technology to provide reliable, round-the-clock supply for refinery decarbonisation. Commercial operations are expected to commence in 2028, subject to customary approvals and project milestones.
BPCL said the venture reinforces its strategic foray into renewable energy and its intent to become a supplier of clean energy solutions while contributing to national energy security. Sembcorp described the award as consistent with its strategy to enable a lower carbon energy future and noted the role of well-structured long-term offtake contracts in improving project bankability. NeuEN's leadership highlighted the combined strengths of BPCL's domestic network and Sembcorp's global renewable expertise.
The competitively discovered tariff is presented as a demonstration of the improving cost competitiveness and scalability of green hydrogen in India and is expected to advance the country's clean hydrogen ambitions. The project will support Northeast India's contribution to national energy security and industrial decarbonisation by replacing fossil hydrogen in refinery operations. The facility's hybrid renewable-powered configuration aims to maintain continuous electrolyser operations through integrated storage.
The development aligns with BPCL's stated pathway towards sustainable growth and its roadmap for net zero in scope one and scope two emissions by 2040. NeuEN will leverage sector expertise and infrastructure capabilities to deliver market-aligned solutions and support industries seeking lower-carbon alternatives. The contract for a 10,000 tpa supply to NRL is presented as an important milestone for India's green hydrogen market.
