EIL Wins USD 350 Million Dangote Refinery Expansion Deal
The contract covers Project Management Consultancy and Engineering, Procurement and Construction Management services for a major expansion of the Dangote Refinery and Petrochemical Complex in Lagos. EIL will lead the scale-up of the existing facility, which is already Africa’s largest refinery and the world’s biggest single-train unit with a capacity of 650,000 barrels per day.
The proposed expansion aims to more than double refining capacity to around 1.4 million barrels per day, expand polypropylene output from 830 kilo tonnes per annum to 2.4 million tonnes per annum, and install a new 750 kilo tonnes per annum Oleflex unit to supply propylene feed. Once completed, the expanded complex is expected to become the world’s largest petroleum refinery at a single location, producing higher-grade Euro-VI fuels.
The award builds on a longstanding partnership between the two organisations. EIL had earlier served as PMC and EPCM consultant for the initial phase of the Dangote Refinery, which was commissioned in 2024 and is widely viewed as a transformative asset for Africa’s energy security. A statement from the Ministry of Petroleum and Natural Gas said the repeat mandate reflects Dangote Group’s confidence in EIL’s engineering and project management capabilities.
The expansion is central to Nigeria’s strategy to emerge as a regional hub for refined petroleum products and petrochemicals, reduce reliance on fuel imports and strengthen Africa’s energy architecture. For EIL, the contract underscores its growing global footprint and its ability to deliver complex, large-scale projects on the international stage.
