Jharkhand Bijli Vitran Nigam Ltd plans to procure an additional 100 Megawatt (MW) of wind power as part of its drive to bolster renewable energy procurement and meet renewable purchase obligation targets set by the state regulator. The capacity will add to the 300 MW that the distribution company is already sourcing through Solar Energy Corporation of India Ltd and PTC India Ltd. The procurement notice specifies that supply may be arranged under either short-term or long-term power purchase agreements with eligible developers and authorised traders.

As a condition of the expression of interest, the electricity must originate from wind projects that achieved a commercial operation date on or after 31 March 2024. The move aims to ensure the utility sources relatively newer installations to support grid integration and RPO compliance. Interested parties have been asked to submit company background, prior project experience and financial offers via the prescribed e-tendering portal.

The procurement will be conducted through an e-tendering process followed by a reverse e-auction to establish the most competitive tariff. The bidding framework is designed to promote transparency and to secure affordable green energy for consumers in Jharkhand while contributing to the transition away from conventional generation. Officials indicated that the reverse e-auction mechanism is expected to deliver competitive pricing through market discovery.

Proposals must be submitted to the distribution company by 5 p.m. on May 19, with eligibility criteria and documentation requirements set out in the tender documents. The requirement that projects have a commercial operation date on or after the specified date seeks to encourage procurement of recent capacity and to support newer wind developers. The additional wind capacity is intended to help the utility meet its designated RPO obligations and to diversify its supply mix.
