KEL Invites EOI For Solar Based Distributed BESS Projects
The EOI seeks proposals for the design, engineering, supply, installation, testing, commissioning, operation and maintenance of solar power based grid connected BESS sited on government buildings, private properties and suitable open land parcels. Each system must serve host electricity needs while enabling controlled export of surplus energy to the grid. Developers must identify sites, secure approvals and coordinate with property owners.
Installed systems are expected to provide ancillary services such as frequency regulation, voltage support and peak shaving to reduce blackout risk and help grid operators manage rapid demand or generation changes. By storing surplus output during high generation periods and dispatching energy at peak times, the BESS will enable greater penetration of intermittent renewables and improve system reliability. The procurement will follow a Build Own Operate model under which selected developers will finance, install, own and maintain the assets and retain operational responsibility for performance and compliance.
To qualify, applicants must demonstrate experience over the past three years in supplying, installing and maintaining grid connected solar photovoltaic systems and battery energy storage projects and must show financial stability, with consortium arrangements allowed where individual capacity is limited. The EOI reference is EOI/011/2025-26, published on five February 2026; the deadline for online submission is 17 February 2026 at four pm and the EOI will be opened on 18 February 2026 at four pm, while hard copies must be submitted by 19 February 2026 at five pm. A non refundable processing fee of Rs. 5,900 including GST applies and earnest money deposit and performance bank guarantee requirements will be applicable, although specific amounts were not disclosed in the available document.
