KSERC clears KSEB’s changes to coal power bidding papers

The Kerala State Electricity Regulatory Commission (KSERC) has approved deviations proposed by Kerala State Electricity Board (KSEB) to the Union Power Ministry’s model bidding documents for 500 MW round-the-clock coal-based power procurement. The coal was allocated under Part B(iv) of the SHAKTI scheme, with linkages from MCL’s IB and Talcher fields. KSEB can now proceed with the bidding process. Key changes include modifications to delivery point, minimum capacity, payment security, and fuel supply terms. The state had earlier appointed PFC Consulting as transaction advisor for this 25-year power purchase arrangement.
