Lakshadweep Bids For 2.107 MW Rooftop Solar And 5.525 MWh Storage

The Lakshadweep Electricity Department has invited an expression of interest for the empanelment of vendors to expand solar infrastructure across the islands. The initiative covers installation of distributed hybrid grid-connected rooftop solar photovoltaic power plants with a total capacity of 2107 kilowatt (kW) and 5525 kilowatt-hour (kWh) of battery energy storage under a CAPEX model. The systems will be installed on government buildings to reduce reliance on diesel-based generation and to improve energy reliability in the remote Union Territory. The department will act as the nodal agency for technical supervision and empanelment.

Selected vendors will be required to carry out complete project execution, including site surveys, detailed engineering, design, supply of equipment, installation, testing and commissioning. Empanelled agencies will also undertake operation and maintenance for a ten-year period following successful commissioning to ensure ongoing performance and reliability. Individual beneficiary departments will issue work orders and manage payments directly to the selected vendors. The empanelment will enable coordinated deployment while preserving administrative control with building owners.

The tender will follow a two-bid system with separate technical and financial evaluations and lowest-bid rate discovery for the financial stage. The empanelment will remain valid for three years while individual work orders will generally carry a validity of one year. The notice does not require an earnest money deposit but bidders must submit a bid security declaration in the prescribed format. Interested parties have been advised to submit proposals through the official UT e?tender portal and to review the detailed EOI for eligibility and technical specifications.

The tender was released on four May 2026 and document downloads commenced the same day. A pre-bid meeting is scheduled for sixteen May 2026 at the Electrical Sub Division in Willingdon Island, Kochi. The last date for downloading documents is three June 2026 and bid submissions must be completed by four June 2026; technical bids will be opened on five June 2026 and the date for opening financial bids will be announced later.
