MAHAGENCO has invited online bids to develop 300 megawatt (MW) of Phase II grid connected ground mounted solar photovoltaic projects across Maharashtra. The engineering, procurement and construction tender requires bidders to arrange land and provide a 10-year operation and maintenance commitment. The move supports Maharashtra's plans to expand renewable capacity and enhance solar infrastructure.

The tender, RfX No. 3000064888, specifies a comprehensive scope from site selection to power evacuation to the state transmission utility substation. Projects must be at least 25 MW and bidders may bid for between 25 MW and 100 MW, with the total package covering 300 MW. Bidders must deliver grid ready installations under the EPC contract.

Key dates include tender download and fee acceptance from 27 February 2026, a pre-bid conference on 13 March and a query deadline of 15 March. The online sale of bid documents closes on 20 April 2026, with submissions due by 21 April and techno-commercial bids to be opened that afternoon.

Financial conditions require a non-refundable vendor registration fee of Rs 5,000 plus GST and a tender fee of Rs 25,000 plus GST, and an earnest money deposit of Rs 0.1 mn per MW to be furnished as a bank guarantee valid for 180 days. The performance bank guarantee must be in the name of the project company or the lead member where the company is not yet constituted. Technical eligibility requires commissioned ground mounted plants totalling at least 30 per cent of quoted capacity, including at least one 15 MW plant in operation for six months.

Financial thresholds specify a net worth of Rs 12.5 mn per MW, an average annual turnover of Rs 25 mn per MW over the last three financial years and working capital of Rs 2.5 mn per MW. The tender presents an opportunity for developers to assist Maharashtra in meeting renewable targets while adhering to strict execution, land management and long-term operational obligations.
