The Manesar Municipal Corporation (MCM) has begun preparatory work at Kasan village to advance a proposed waste-to-energy (WTE) plant, securing the remaining 10 acres required to complete the 20-acre site. Fencing and basic site works have been initiated on the newly acquired parcel to integrate it with the initially fenced land. The effort is aimed at establishing a facility to process municipal solid waste (MSW) and produce energy.

The MCM floated a tender to appoint an agency for fencing and has commenced site preparation. The corporation had earlier taken possession of 10 acres that were already fenced and has now acquired the additional 10 acres, with the executive engineer Nijesh Kumar indicating that fencing would be completed in 15 to 20 days. The works are intended to ready the site for subsequent project stages.

Once operational, the WTE plant is planned to process household and commercial MSW and convert it into usable energy. The project is proposed under a public-private partnership model and follows national efforts to promote waste utilisation. In March the Directorate of Urban Local Bodies (ULB) formed a committee to prepare a model request for proposal (RFP) for WTE projects in major municipal corporations such as Gurugram, Faridabad and Hisar.

The committee has been tasked with preparing techno-economic feasibility reports, identifying suitable sites and assessing waste availability, and it is to develop the power purchase agreement (PPA) framework. It will estimate project costs and evaluate environmental requirements, including the management of residual waste, to support technically and financially sustainable proposals. The Ministry of Housing and Urban Affairs has issued a model RFP framework to assist states and urban local bodies in developing feasible projects.

Environmental groups have raised concerns that thermal treatment of mixed MSW can release harmful air pollutants and may not conform with provisions of the 2016 Solid Waste Management (SWM) Rules, underscoring the need for strict emissions controls and regulatory compliance. Authorities and private partners will need to address those concerns alongside technical and financial planning as the project advances.
