MPPMCL Partially Awards 293 MW Under 800 MW Wind Tender
NTPC Green Energy Limited stated that Ayana is a subsidiary of ONGC NTPC Green Private Limited, a 50:50 joint venture between NTPC Green Energy Limited and ONGC Green Limited. The award was made under the Request for Selection conditions and pursuant to the competitive bidding process with a greenshoe option for additional capacity. Bidders were required to secure land and clearances, construct and own projects, and arrange transmission connectivity as applicable.
The tender, issued on behalf of Madhya Pradesh's three distribution companies, aims to support the state's renewable purchase obligations and future demand of the distribution utilities. For projects connected to the interstate transmission system the authority may consider applicable ISTS charges and losses when evaluating competitiveness. The tender specifies a minimum capacity utilisation factor of 22 per cent and requires supply within 80 per cent to 120 per cent of the declared or revised CUF over the PPA term. MPPMCL also allows for relaxation of the lower limit in cases of force majeure.
The result places the MPPMCL outcomes at the higher end of recent tender tariffs compared with a Gujarat exercise earlier this year, which saw awards in the region of Rs. 3.43 to Rs. 3.44 per unit. That earlier tender selected multiple winners and deployed a greenshoe option to extend capacity. With 293 MW allocated, significant capacity remains to be awarded from the original 800 MW slot and the procurer will progress further allocations as per the RFS framework. The awards were announced about a year after the tender was issued.
