NVVN Seeks Bids For 850 kW Rooftop Solar At AIIMS Jammu Kashmir
Under the scope of work the selected engineering, procurement and construction contractor will be responsible for the full project lifecycle including design, engineering, supply, installation, testing and commissioning. The contractor will also provide comprehensive operation and maintenance services for 10 years to ensure long term performance and reliability. Responsibilities extend to securing all requisite permits, approvals and licences and to arranging net metering.
The bidding will follow a Single Stage Two Envelope system comprising Techno Commercial and Price bids, with participation restricted to firms enlisted and eligible under NVVN. In line with the Government of India Public Procurement preference for Make in India, only Class I and Class II local suppliers are eligible. Additional eligibility criteria apply to bidders from countries that share a land border with India who must be registered with the competent authority unless exceptions apply.
A mandatory site survey is required and bidders must submit an undertaking confirming they have visited the project site or face disqualification. Electronic submission will require a valid Class three Digital Signature Certificate and the tender stipulates a bid security of Rs 0.5 mn. The tender document provides further details including the Performance Bank Guarantee and possible funding through external or domestic borrowings or internal sources.
The last date for bid submission is April eight, 2026 and bids will be opened on April nine, 2026 with bidders advised to monitor the GePNIC portal for any updates. The procurement is expected to support hospital energy resilience and to reduce reliance on conventional supply for the AIIMS campus. NVVN will oversee the process in accordance with applicable procurement norms.
