PM Surya Ghar Tightens Proof Rules for Solar Defect Rectification
Vendors have 15 days to submit evidence after a defect is assigned. The relevant applications can be accessed through the Vendor Main login, rather than the Vendor sub-login. Photographs uploaded as proof must be both geo-tagged and time-stamped, while supporting documents are not required to carry those attributes.
The instructions provide an alternative where an inverter’s physical display does not show cumulative generation after rectification. In such cases, vendors may submit a geo-tagged photograph from the inverter’s mobile application showing cumulative generation and the inverter serial number. Vendors must update the status of every identified defect, enter remarks and upload the relevant photographs or documents.
They must also generate and download an undertaking from the portal, print it on company letterhead, sign and stamp it, include the consumer’s details and obtain the consumer’s signature confirming the rectification. The signed document must then be uploaded to the portal. Vendors have been told not to use the MNRE undertaking for repeated serial number applications as rectification evidence.
The updated requirements also cover documents given to consumers. The operation and maintenance manual must cover the rooftop plant’s major components, while original equipment manufacturer warranty documents must include the serial numbers of the installed photovoltaic modules and inverter. The system warranty must remain valid for five years from commissioning. Vendors must upload copies of consumer documents in PDF format rather than photographs showing documents being handed over. Files with double extensions or invalid names will be rejected, and file names should use only letters, numbers and underscores. The rules are intended to improve traceability, consumer acknowledgement and verification of rooftop solar installations.
