SECI invites bids for Solar Power Projects in Chhattisgarh, Jharkhand

The Solar Energy Corporation of India (SECI) is seeking bids from consultancy firms to provide owner engineer services for two separate solar power projects. The first project is a 100 MW ground-mounted solar power installation with a 40 MW/120 MWh battery energy storage system (BESS) in Chhattisgarh. The second project is a 100 MW floating solar power installation in Jharkhand.

Bidders should be aware that although the contract agreement will be the same for both projects, the terms of reference, contractual obligations, and completion timelines will be distinct and independent for each project.

The project in Chhattisgarh is currently underway, while the floating solar project is tentatively scheduled to begin in October/November 2023.

The consultancy work for the 100 MW solar project should be completed within 15 months, whereas the floating solar project is expected to take 30 months.

The deadline for bid submissions is July 3, 2023, and the bids will be opened on the same day.

The scope of services includes reviewing engineering design documents, equipment technical parameters, work plans, quality action plans, field quality plans, site projects, on-site supervision and monitoring of installation/construction, commissioning, testing, and operation and maintenance.

To be eligible, the consultant must have successfully completed at least one similar project with a cost of at least Rs 54 million ($655,065) in the last seven financial years. They should have also provided consultancy services in solar or battery energy storage projects as an owner’s engineer, lender’s engineer, or implementation support consultant.

Additionally, the consultant should have prior experience as an owner’s or lender’s engineer for solar projects with a cumulative capacity of 100 MW or more, including at least one floating solar project in the past seven years.

Furthermore, the consultant should have achieved an average annual turnover of Rs 27 million ($327,532) in the last three years.

SECI has recently invited bids to empanel vendors for the development of up to 5 MW of rooftop and ground-mounted solar power projects.

In February, SECI also invited bids for a 2 MW solar project with a 1 MW battery energy storage system in Kaza, Himachal Pradesh.
