Terra Clean Invites Bids For 300 MW Solar Project In Morena

Terra Clean, a wholly owned subsidiary of Indian Oil Corporation, has floated a request for proposal (RfP) for land aggregation to develop an interstate transmission system (ISTS)-connected 300 MW solar project in Morena, Madhya Pradesh. The site is located near the 220 kV Morena ISTS substation.
The tender also carries a greenshoe option for an additional 300 MW capacity. Bids must be submitted by 10 September 2025 and will be opened on the same day. An earnest money deposit (EMD) of Rs 853,134 must be submitted through a bank guarantee.
The scope of work covers land aggregation and related activities required for the development of solar projects close to the designated ISTS substation. Successful bidders will be required to complete the projects within nine months from the commencement order.
Eligibility criteria require bidders to have prior experience in land aggregation for solar, wind, or hybrid projects with a cumulative capacity of at least 20 MW, including one project of 10 MW or more, or land aggregation of at least 70 acres for industrial, logistics, warehousing, or renewable projects, including one project of at least 35 acres.
Financial requirements include a positive net worth of at least 100 per cent of paid-up share capital, with individual companies maintaining a minimum of 75 per cent. The minimum annual turnover requirement is Rs 203.5 million in any of the last five financial years.
Earlier this year, Terra Clean invited bids for land, power evacuation, and balance of plant packages for a 275 MW wind project. In May, Indian Oil approved an additional equity investment of Rs 10.86 billion in Terra Clean to support the development of 4.3 GW of renewable capacity, in addition to the previously approved 1 GW. Terra Clean was incorporated in March 2023.
