Gujarat-based Torrent Power has called for bids to develop a 200 MW firm and dispatchable renewable energy (FDRE) project with an energy storage system (ESS), offering a greenshoe option of up to 100 MW. The bidding deadline is set for 30 August 2025.

Torrent Power Ltd (TPL), a distribution licensee in Gujarat, issued the tender to serve cities including Ahmedabad, Gandhinagar, Surat, Dahej SEZ, Dholera SIR, and Mandal Becharaji SIR. The project may be established at one or multiple locations to supply the contracted renewable energy capacity to Torrent Power’s distribution arm (TPL-D).

The successful bidder must maintain a monthly demand fulfilment ratio (DFR) of at least 75 per cent during both peak and non-peak hours. Renewable power, including energy stored in an ESS charged from renewable sources, will qualify for renewable purchase obligation (RPO) compliance. The RPO will be proportionally allocated among the renewable components, following the principle applied to hybrid plants.

In the event that the average DFR during peak or non-peak hours falls below 75 per cent in any month—except in cases of force majeure—the bidder will face a penalty equal to 1.5 times the PPA tariff for the shortfall in energy units.

The tender also stipulates that up to 5 per cent of the annual renewable energy, in energy terms, must be sourced from green market platforms or bilateral agreements to meet the supply commitments outlined in the tender and PPA.
