The Uttar Pradesh government has cancelled the allotment of 944.029 hectares of land previously allotted to two power companies in Kanpur Dehat, adopting a zero tolerance policy against fraud and crime. The Energy Department directed that the land be recorded in favour of the Government of Uttar Pradesh following the Governor's approval. The order forms part of administrative action to recover land allotted for thermal power projects that remained unused for years.

In 2011 the Energy Department executed agreements with Lanco Anpara Power Limited and Himavat Power Private Limited for the development of thermal power plants in Bhognipur Tehsil. Lanco Anpara was allotted 375.378 hectares across villages Kripalpur, Chaparghata, Rasoolpur Bhuranda and Bhartauli, comprising 90.3260 hectares of lease land and 285.0524 hectares of acquired private land. Himavat Power received 568.651 hectares across Amilia, Sihari, Kachhgaon and Chaparghata, comprising 217.813 hectares of lease land and 350.838 hectares of acquired private land.

Under the agreement the companies were required to complete construction within three years of obtaining possession, a condition that has not been met despite the passage of many years. Investigations determined that both firms mortgaged parcels of the allotted land to banks without obtaining required permission from the State Government, in breach of the agreement. The unauthorised mortgages were registered with IDBI Bank, Canara Bank and Punjab National Bank and were not communicated to the Energy Department, producing substantial financial loss to the State.

The government issued show cause notices on 25 May 2026 under Clause 4(6) of the agreement and allowed 15 days for a response, but no clarifications were received. On 25 August 2026 the Additional Chief Secretary Dr Ashish Kumar Goyal issued the final order, with the approval of the Governor, directing that the entire 944.029 hectares be revested in the Energy Department. The District Magistrate of Kanpur Dehat has been instructed to ensure immediate action to record the land in the revenue records in the name of the Energy Department and the State Government.
