The Uttarakhand Renewable Energy Development Agency has invited bids to install six point five megawatt (MW) of rooftop and small-scale solar capacity across the state.

The programme intends to promote distributed solar systems ranging from one kilowatt (kW) to one megawatt (MW) on public and institutional buildings.

The project is divided into two regions to ensure balanced rollout, with the Kumaon Division designated as Zone I and the Garhwal Division as Zone II.

The zonal structure aims to distribute projects across varied terrain and administrative areas and to streamline procurement and logistics.

Selected bidders will carry responsibility for the full project lifecycle, including site surveys, system design, manufacturing, supply, testing, installation and commissioning.

They will be required to establish net metering arrangements and to provide a five year warranty on solar components together with five years of operation and maintenance support.

Eligibility criteria require prior experience of installing at least five megawatts (MW) of grid connected rooftop solar projects on government buildings within the last five years and valid approvals from module and inverter manufacturers.

A Class A contractor certificate from the Electrical Safety Department is mandatory and bidders must maintain at least one service centre within Uttarakhand to provide local support.

The total project cost is estimated at around Rs 406.7 million (mn) and bidders must submit an earnest money deposit of Rs six point five seven mn.

The selected contractors will provide a performance bank guarantee of five per cent of the project value and the completion timeline is 10 months.

Penalties for delay are set at zero point five per cent per week and the last date for bid submission is May eight, 2026.
