WBGEDCL Floats Tender for 1.5 MW Rooftop Solar Project

The West Bengal Green Energy Development Corporation Ltd (WBGEDCL) has issued a tender for a 1.5 MW grid-connected rooftop solar power project at Kalyani Layer Farm in Nadia district, West Bengal.
The estimated project cost is Rs 93.8 million (~USD 1.09 million). Bids must be submitted by 19 September 2025, and they will be opened on 22 September 2025.

Tender Terms and Financial Requirements
Interested bidders must submit:
An earnest money deposit of Rs 1.87 million (~USD 21,744)
A tender document fee of Rs 10,000 (~USD 116), plus 18 per cent GST

The successful bidder must also provide a performance bank guarantee equal to 10 per cent of the awarded contract value. If the quoted bid value is less than or equal to 80 per cent of the estimated cost, an additional 10 per cent security is required.

Scope of Work and Timeline
The scope includes the design, manufacturing, supply, commissioning, and reliability testing of the rooftop solar installation, along with operation and maintenance for five years. The completion period is 120 days from the date of site handover.
Any delays will attract liquidated damages of 0.5 per cent per week, up to a maximum of 5 per cent of the total contract price.
The solar modules used must conform to the Ministry of New and Renewable Energy’s (MNRE) Approved List of Models and Manufacturers (ALMM).

Eligibility Criteria
To qualify, bidders must have:
  • Executed at least one government or public sector solar project of 500 kW or above in the last five years
  • Delivered one project worth 40 per cent of the estimated cost, two projects of 30 per cent each, or one ongoing project 80 per cent completed
  • A minimum average annual turnover of 30 per cent of the project cost over the past three years
  • Working capital or bank credit equivalent to at least 30 per cent of the project value
