The Municipal Corporation of Delhi (MCD) opened an online route for regularisation of properties in unauthorised colonies from 24 April via the SWAGAM portal. The move follows the central government’s policy to regularise such colonies on an as is where is basis and allows property owners to apply remotely. Officials identified 1,521 unauthorised colonies where eligible owners may use the portal to begin the process. The facility aims to simplify access and reduce in-person visits.

Applicants with conveyance deeds for properties on government land or authorisation slips for properties on private land previously issued by the Delhi Development Authority (DDA) can apply directly. Those without these documents will be redirected to the PM-UDAY portal to obtain papers before registration. Under the revised framework the authority to issue conveyance deeds and authorisation slips has moved from the DDA to the Revenue Department of the Delhi government. Dedicated cells under Additional District Magistrates (ADMs) are being established across 13 districts with ADMs acting as nodal officers.

The initiative is expected to benefit over one million (mn) households and bring many informal holdings into formal processes without relocation or rehabilitation. Once conveyance deeds or authorisation slips are issued the MCD will grant regularisation certificates via the SWAGAM portal and the process will run through an integrated digital system. The online workflow will allow applicants to submit documents, track status and receive certification electronically, reducing administrative delays.

The scheme distinguishes procedures for properties on government land and on private land while maintaining a common online interface for registration and certification. Administrative responsibility at district level is intended to expedite verification and issuance while centralised digital records are expected to support municipal planning and service delivery. Residents in identified colonies are advised to check eligibility and prepare required documents to avoid processing delays. The MCD has positioned the portal as the primary channel for regularisation applications.
