Odisha Plans Affordable Housing for 10,000 Urban Households

The Odisha government has prepared plans to provide affordable housing for 10,000 urban households across nine Urban Local Bodies (ULBs), with the initiative focused on vulnerable and disadvantaged communities. The projects have been prepared under the Affordable Housing in Partnership component and are ready for implementation, officials said.

Usha Padhee, Additional Chief Secretary of the Housing and Urban Development department, reviewed the plans while chairing the third Executive Committee meeting of the Odisha Liveable Habitat Mission. She directed officials to expedite implementation so that eligible households receive the benefits without delay.

The meeting also considered proposed schemes and components under the Chief Minister Smart City Mission. Padhee asked officials to finalise the relevant guidelines at the earliest, while ensuring that housing and habitat-related requirements of the most vulnerable sections of urban society remain central to the process.

Destitute persons, landless families and older persons were identified as key beneficiary groups requiring targeted interventions. The government plans to use the housing programme to address their specific needs and improve living conditions in urban areas, although details on the distribution of homes among the participating ULBs were not provided.

Padhee also stressed the need to prioritise the 2026-27 budget for initiatives designed to improve conditions for marginalised urban communities. She called for effective use of resources, timely execution of approved programmes and a people-centric approach to urban development.

The Executive Committee reviewed financial and administrative matters related to the Mission’s functioning. The deliberations reaffirmed the government’s commitment to expanding access to affordable housing, improving urban living conditions and developing more inclusive and liveable habitats across Odisha.
