RERA Orders Builder to Refund Buyers for Project Delay in Telangana

The Telangana Real Estate Regulatory Authority (TGRERA) has ordered R Homes Realtors Global LLP to refund six buyers for delays in completing a residential project at Beeramguda. The buyers had booked flats in Jai Vasavi’s ORR Heights in 2021, paying over Rs eight million.

The builder promised construction would start by January 2022 and flats would be handed over within thirty months of approvals. However, even after more than two years, only initial digging work was done. The builder changed building plans from five floors to nine without informing buyers or obtaining consent.

RERA found that the builder collected money and signed agreements before registering the project or obtaining approvals from the Hyderabad Metropolitan Development Authority, violating Section three of the Real Estate (Regulation and Development) Act. Despite repeated notices, the builder did not respond.

RERA ruled that buyers can cancel bookings and receive a refund but are not eligible for interest as final approval was granted in September 2022, and the builder has time until September 2025 to complete the project. The builder was also directed to pay a penalty of Rs 60,600 thousands to the RERA fund within thirty days and refund buyers within ninety days.
