SoftTech Powers Digital Urban Governance in Jammu and Kashmir

The Chief Secretary of Jammu and Kashmir inaugurated two digital platforms developed by the Housing and Urban Development Department (H&UDD), Jammu and Kashmir, which are powered by CivitPERMIT (AutoDCR). The launched systems comprise an Auto Scrutiny-based Building Permission and Change of Land Use portal integrated with GIS-based master plans, and a Unified Web Portal for the H&UDD. H&UDD officials described the Building Permission Portal as a first-of-its-kind initiative that unites automation, spatial intelligence and regulatory compliance on a single interface.

The Building Permission Portal automatically scrutinises AutoCAD drawings and verifies conformity with building bye-laws and GIS-mapped master plans, removing manual intervention and accelerating approvals. The Auto Scrutiny workflow is intended to reduce processing time and standardise assessments by applying rule-based checks against statutory parameters. Integration with GIS master plans enables spatial validation of proposals and aims to improve oversight of urban development decisions. The Change of Land Use function has been aligned to the same automated scrutiny to expedite land use approvals.
