Telangana Finalises Land Pooling Terms for Musi Project

The Telangana government has finalised separate land-pooling terms for the Musi Riverfront Development Area, with the initial exercise proposed for the stretch between Nagole and Gowrelly in Hyderabad. The total area to be pooled has not yet been determined, according to Musi Riverfront Development Corporation director Narasimha Reddy.

Under the terms, patta landowners will receive either a 50:50 share of the developable land or 1,400 sq. yards per acre after development, whichever is lower. Owners of patta land in the buffer area will be eligible for either 800 sq. yards per acre or Transferable Development Rights, subject to eligibility.

Patta land located in the riverbed or Full Tank Level area will qualify for 400 sq. yards per acre or eligible Transferable Development Rights. People occupying government land through encroachment will be allotted 300 sq. yards per acre under the scheme.

Assigned land will be handled separately, with the authority deciding the amount of developed land allotted in each case based on the holder’s entitlement under the land-pooling arrangement. All land pooled under the scheme will be treated as part of the Multiple Use Zone, and the applicable Master Plan zoning rules will govern its development.

A Special Impact Fee will be levied when building permission is granted, in addition to regular fees and charges. Provisions of the 2020 Hyderabad Metropolitan Development Authority land-pooling order will not apply to Musi lands covered by the new scheme, including its earlier 60:40 sharing arrangement for HMDA projects.

The development entity will bear nala or conversion charges on patta land and the costs associated with changing land use. It will also pay registration and stamp-duty charges for plots returned to landowners, with the applicable fee fixed at 0.5 per cent of the market value.
