Assam Cabinet Sanctions Green, Welfare And Inclusion Reforms

The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, has cleared a raft of measures spanning environmental conservation, social inclusion, renewable energy and welfare finance.

The state will notify Urpad Beel (1 256 ha) and Hasila Beel (245 ha) in Goalpara district as Proposed Reserve Forests, inviting public comment for one month before final gazette.

A new Shradhanjali scheme (effective October 2025) will fund the respectful return of bodies of Assamese youths who die while working or studying outside the state; a dedicated 112 line and social-media ID will coordinate assistance.

Transgender persons have been recognised as a Socially and Educationally Backward Class, unlocking reservation in education and jobs.

In renewable energy, Hinduja Renewables has secured a self-identified site in West Karbi Anglong for a 900 MW off-stream pumped-storage project costed at Rs 54 billion, helping Assam meet its two-gigawatt PSP target by 2030.

A Development Council will be set up for Rabha people living outside the Rabha Hasong Autonomous Council, focusing on education, culture and economic advancement.

Half of future supervisor posts in the Women and Child Development department are now reserved for Anganwadi workers with at least ten years’ service.

Cook-cum-helpers under PM Poshan will see the state’s top-up honourarium double from Rs 500 to Rs 1 000 per month (for ten months a year) from October 2025, lifting their total monthly pay to Rs 2 000.

Newly recruited LP, UP and secondary teachers hired through the Special Recruitment Drive will receive their first annual increment in July 2025—one year earlier than stipulated under the 2017 pay rules.

The Cabinet has approved draft rules to establish a State Mineral Exploration Trust for granite, sand, gravel, limestone and china clay, and endorsed a Rs 30 billion Assam Industrial and Green Growth Fund, seeded with Rs 5 billion of state money, to back renewable energy, green infrastructure, agritech, MSMEs, tourism and priority start-ups.
