Bihar Electoral Officials Begin Training at IIIDEM in New Delhi

A focused two-day capacity building programme for electoral field functionaries from Bihar commenced today at the India International Institute of Democracy & Election Management (IIIDEM), New Delhi. The training is part of the Election Commission of India's initiative to strengthen grassroots electoral preparedness ahead of the upcoming polls in the state.

A total of 229 Booth Level Officers (BLOs), 12 Electoral Registration Officers (EROs), and 2 District Election Officers (DEOs) are participating in this third batch of trainees from Bihar. The programme was inaugurated by Chief Election Commissioner Shri Gyanesh Kumar, alongside Election Commissioner Dr Vivek Joshi, and was followed by an interactive session with the participants.

In addition, a specialised one-day training session for the State Police Nodal Officer (SPNO) and other police officials from Bihar has also commenced. This component is designed to bolster coordination between election authorities and law enforcement, focusing on law and order, vulnerability mapping, Central Armed Police Forces (CAPF) deployment, and enforcement of the Model Code of Conduct.

The training equips BLOs with an in-depth understanding of their statutory roles and responsibilities and provides hands-on experience with IT applications designed to enhance electoral roll accuracy and operational efficiency.

This programme marks the latest in a series of ongoing physical training sessions at IIIDEM. To date, 555 BLOs from Bihar, West Bengal, and Assam, along with 279 Booth Level Agents (BLA-1s) representing 10 recognised national and state political parties from Bihar, have already received training. These trained officers are expected to serve as Assembly Level Master Trainers (ALMTs), forming the backbone of a robust BLO network across the country.

India’s globally respected election management training programmes at IIIDEM have already benefited over 3,000 participants from 141 countries, including representatives from leading democracies such as the UK, USA, Australia, Brazil, and France.
