Cabinet Approves Integrated Authority for Transport Planning

The Union Cabinet has approved the creation of an Integrated Transport and Logistics Authority (ITLA) to establish a unified framework for planning across India’s transport sectors. The authority will prepare long-term plans, appraise major infrastructure projects and integrate data covering roads, railways, ports, aviation, waterways, urban mobility and logistics. The decision is intended to improve coordination among infrastructure ministries and align capacity creation with changing demand.

ITLA will prepare a National Transport Master Plan with a planning horizon of 10 years or more. The plan will cover roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics. The authority will also evaluate sectoral plans spanning about five years and annual plans of transport ministries against the longer-term national framework.

The body will technically appraise government infrastructure projects costing Rs. 5 bn or more, while financial appraisal will continue through existing mechanisms. It will monitor projects above the same threshold and conduct post-implementation assessments to determine whether completed highways, railway lines, ports and other assets delivered their intended benefits.

A National Transport Data Repository will combine datasets from the Goods and Services Tax Network (GSTN) e-way bills, FASTag, Vahan, GPS-based systems and urban traffic management platforms. The repository is expected to support freight-flow and origin-destination analysis, enabling data-based planning, project monitoring and impact assessment across transport modes.

The authority will also assist in reviewing and updating the National Logistics Policy, promote capacity building and skilling, and support research and innovation. The initiative builds on the PM GatiShakti National Master Plan, launched in 2021, which brought together 58 ministries and departments and more than 3,202 data layers as of June 2026. The government said ITLA would strengthen multimodal connectivity, improve infrastructure efficiency, reduce logistics costs and enhance India’s competitiveness in global logistics.
