CBIC to Launch Electronic Processing for Trade via Personal Carriage

The Central Board of Indirect Taxes and Customs (CBIC), under the Ministry of Finance, will introduce electronic processing of Bill of Entry/Shipping Bill for gems and jewellery, samples, and prototypes transported via personal carriage by air passengers from May 1, 2025, at specified airports. 

This initiative aligns with the Foreign Trade Policy (FTP) 2023 and the Handbook of Procedures (HBP) 2023. The facility will be available at: 
  • Nine airports for gem and jewellery exports: Delhi, Mumbai, Kolkata, Chennai, Kochi, Coimbatore, Bengaluru, Hyderabad, and Jaipur (as per Para 4.87 of HBP). 
  • Seven airports for gem and jewellery imports: Delhi, Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, and Jaipur (Para 4.88 of HBP). 
  • Four airports for machinery samples/prototypes: Bengaluru, Chennai, Delhi, and Mumbai (initial rollout). 
The electronic processing system will streamline documentation and customs clearance, enhancing ease of doing business, particularly for the gems and jewellery sector and high-end manufacturing industries.
