DDWS Launches Special Campaign 5.0 to Boost Office Cleanliness

The Department of Drinking Water and Sanitation (DDWS), under the Ministry of Jal Shakti, has begun the preparatory phase of Special Campaign 5.0 from 16 September 2025. The full campaign will run from 2 to 31 October 2025, in line with guidelines from the Department of Administrative Reforms and Public Grievances (DARPG). Its objective is to institutionalise cleanliness practices and reduce pendency in government offices.

Building on the success of Special Campaign 4.0 (2–31 October 2024), DDWS undertook extensive activities across its Secretariat and field offices. During the previous campaign, notable progress was made in disposing of various categories of references, including VIP References, IMC References, State Government References, PMO References, Public Grievances, and Appeals, generating revenue of approximately Rs 160,000. Progress was regularly updated on the SCDPM Portal and amplified through social media outreach.

Key achievements from 1 November 2024 to 31 August 2025 include:
  • 91 VIP References disposed of.
  • 7 PMO References, 14 Parliamentary Assurances, and 24 State Government References resolved.
  • 7,771 Public Grievances cleared out of 8,024, with an average disposal time of 13 days.
  • 1,652 Public Grievance Appeals resolved.
  • 90 files successfully weeded out under Record Management review.
With Special Campaign 5.0, DDWS reinforces its commitment to making cleanliness a daily practice while ensuring timely resolution of public matters, promoting transparency, efficiency, and citizen-centric governance. The initiative complements the ongoing Swachhata Hi Seva 2025 campaign (17 September – 2 October), mobilising communities nationwide in large-scale shramdaan activities, emphasising that cleanliness is both an institutional and people’s movement.
