The Delhi Government has begun assigning a 14-digit Unique Land Parcel Identification Number (ULPIN) to every land parcel in the Capital as part of a citywide digital land records initiative. The IT Branch of the Revenue Department has been made responsible for implementation with support from the Survey of India. The system aims to simplify ownership verification by replacing multiple documents with a single identifier that encapsulates property details.

A pilot in Tilangpur Kotla village in West Delhi district has already generated 274 ULPIN records, and the government described the exercise as a step to protect families who invest life savings in land from legal disputes caused by unclear records. The code will be georeferenced to reduce boundary disputes and will function as an Aadhaar for land, creating a complete digital account of each plot.

Approximately two terabytes of high-quality geospatial data and drone-based Ortho Rectified Images (ORI) are being obtained from the Survey of India to generate accurate ULPINs across Delhi, including 48 villages covered under the SVAMITVA scheme. Earlier, Rs13.207 million (mn) had been allocated for the project with financial management overseen by the IT Branch. The government plans phased expansion under a standard operating procedure with defined timelines.

The administration has notified the Delhi Abadi Deh Survey and Record Operations Rules, 2025, to survey traditionally excluded Abadi Deh areas using modern GIS and drone technology followed by mandatory ground truthing to verify boundaries, structures and land use. Each plot will be mapped, numbered and recorded through a multi-stage verification process before records are finalised, which is expected to curb fraudulent transactions and aid interdepartmental coordination and cooperation.
