The Defence Headquarters Training Institute (DHTI) has signed Memorandums of Understanding with the National Academy of Direct Taxes (NADT), Nagpur, and the V.V. Giri National Labour Institute (VVGNLI), Noida, at South Block, New Delhi, on 26 November 2025. The MoUs aim to strengthen collaboration in training, research, administrative coordination and capability enhancement across India’s public-sector training ecosystem.
The partnerships align with Raksha Mantri Rajnath Singh’s message during AFHQ Day 2025, in which he stressed the need to reinforce the national training framework. He highlighted that training must be viewed as an ongoing process of professional development founded on skills enhancement, ethical orientation and behavioural excellence.
Under the MoUs, the institutions will collaborate on curriculum development, joint training programmes, research projects and administrative integration. The framework is designed to enable shared use of facilities, encourage knowledge exchange and minimise duplication of effort across government training bodies.
The agreements represent a key milestone in DHTI’s endeavour to evolve as a central node for inter-institutional coordination. By building stronger linkages with institutions specialising in governance, taxation, labour studies and public administration, DHTI aims to support the creation of a more future-ready and resilient training ecosystem for civil and defence administrative cadres.
The MoUs were formalised in the presence of Joint Secretary and Chief Administrative Officer Amitabh Prasad. Dr Arvind, Director General of VVGNLI, and Aakash Dewangan, Additional Director General (P&R) of NADT, represented their respective institutions. Senior officials from the Armed Forces Headquarters and other dignitaries were also present.
