DPIIT Advances Trust-Based Governance Across India

The Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce and Industry, is shifting India’s regulatory approach from permission-based administration to trust-based governance. The reforms seek to reduce business compliance, support startups, attract investment and simplify approvals across the country.

According to an official statement, 47,957 compliance requirements have been reduced across Central Ministries and States and Union Territories. Of these, 22,290 have been digitised, 16,141 simplified, 5,255 decriminalised and 4,271 eliminated. The Jan Vishwas Acts have also decriminalised 900 provisions of Central laws, including 183 provisions across 42 Acts in 2023 and 717 provisions across 79 Acts in 2026.

Support for startups has been expanded through the Startup India initiative, under which 250,046 startups have been recognised. These businesses have reported generating more than 2,542,000 jobs across over 770 districts. The statement said 52 per cent of recognised startups are based in non-metro cities, while 48 per cent have at least one woman director.

Under the Credit Guarantee Scheme for Startups, 532 loans worth Rs. 16.63 bn have received guarantees. The maximum guarantee cover per borrower has increased from Rs. 100 mn to Rs. 200 mn, while the annual fee has been reduced to 1 per cent for 27 Champion Sectors. India received USD 843 bn in foreign direct investment between FY 2014-15 and FY 2025-26, 169 per cent more than the USD 313 bn received in the preceding 12 years.

The National Single Window System has received 1,549,850 applications, registered 576,778 businesses and delivered more than 850,000 approvals. It now offers 3,779 services, including 327 Central and 3,452 State services, with access in 22 Indian languages and integration across 34 States and Union Territories and 32 Central Ministries and Departments. Further reforms include consolidating 29 Central labour laws into four Labour Codes and changing licensing requirements for factories and contract labour.
