DULT to Draft New Mobility Plan for Bengaluru amid Rs. 1 tn Projects

Bengaluru is likely to get a new Comprehensive Mobility Plan (CMP) within a year as infrastructure projects worth nearly Rs. 1 tn move through various stages of planning and approval. The projects include a proposed tunnel road and 12 flyovers, prompting the Directorate of Urban Land Transport (DULT) to reassess the city’s transport requirements.

The exercise comes nearly six years after DULT prepared Bengaluru’s first CMP in 2020. The erstwhile Bruhat Bengaluru Mahanagara Palike (BBMP) had also commissioned a separate study covering related aspects of traffic management and infrastructure after the earlier plan’s proposals saw limited progress.

The 2020 CMP included measures intended to improve public transport and ease congestion. Its recommendations included bus priority corridors, Metrolite and elevated corridors, 50 km of TenderSURE roads, cycle tracks and transit-oriented development. The plan also set a goal of increasing public transport’s share from 40 per cent to 70 per cent.

The proposals were divided into three phases extending to 2035, with the total cost estimated at Rs. 2.3 tn. However, most of the recommendations have remained unimplemented after the Congress-led government decided to commission a separate study when it came to power in 2023. The new CMP is expected to account for projects that have since entered the planning or approval process and provide a broader framework for coordinating road, public transport and other urban mobility investments.

The proposed review comes as Bengaluru considers major transport interventions intended to address congestion and improve connectivity. A fresh plan could help align these projects with long-term public transport goals and determine how new roads, flyovers and mass-transit measures fit into the city’s wider development strategy. DULT’s exercise will therefore revisit earlier priorities while assessing the implications of the infrastructure pipeline now under consideration.
