Since the launch of the Gati Shakti Multi-Modal Cargo Terminal (GCT) policy in 2021, Indian Railways has approved 306 terminal proposals. A total of 118 GCTs have been commissioned so far on railway and non-railway land, providing an estimated traffic capacity of 192 million tonnes per annum. Private investment of around Rs 86 billion has been mobilised under the policy.

Freight revenue from GCT-handled traffic has increased sharply over the last three financial years. Revenue rose from Rs 29.01 billion in 2022-23 to Rs 77.12 billion in 2023-24 and reached Rs 126.08 billion in 2024-25. The terminals help attract more cargo to rail, reducing logistics costs and supporting economic efficiency.

In Maharashtra, nine new GCTs have been commissioned so far, including in the Mumbai Metropolitan Region, with total investment of Rs 5.48 billion. Additionally, ninety-one works worth Rs 9.32 billion have been sanctioned in the state for the development of goods and parcel terminals. Increased rail cargo movement also contributes to reduced emissions.
