The Capacity Building Commission (CBC) and Gati Shakti Vishwavidyalaya (GSV) convened a western regional consultative workshop in Vadodara to discuss sustainable financing, governance and resource mobilisation for civil services training institutions. The event brought together 26 participants from civil services training institutions across western states to deliberate on institutional financing reforms and governance measures. A memorandum of understanding was signed between the two institutions to establish a formal collaboration on capacity building.

Delegates aligned on a draft framework structure and policy direction through two thematic groups that examined practical mechanisms. The first group focused on sustainable financing and reviewed financial structures, budgeting models and mechanisms for revenue retention, reappropriation and carry forward. Participants also explored avenues for revenue generation to enhance institutional sustainability. The second group analysed governance and resource mobilisation, emphasising delegation of powers and the functionality of governing bodies.

Discussions highlighted the importance of academic and administrative autonomy alongside policies for infrastructure utilisation and the leveraging of institutional expertise. Digital scaling and partnership models were considered as means to broaden reach and efficiency of training institutions. The workshop underscored the role of improved governance structures in enabling institutions to mobilise resources and respond to evolving capacity needs. Insights from the consultation will be consolidated into national level recommendations.

The programme commenced with a welcome by Chandralekha Mukherjee, principal advisor at CBC, followed by remarks from the vice chancellor of GSV, who outlined the university's role in the emerging capacity building landscape. The chairperson of CBC reiterated CBC's facilitative role in readying civil services training institutions for future requirements and referenced the goal of Viksit Bharat@2047. Organisers indicated that the outcomes will feed into policy measures to strengthen training ecosystems across the country.
