India and Brazil have signed a memorandum of understanding to deepen cooperation in the postal sector, marking a step in bilateral engagement. The memorandum was signed by Shri Jyotiraditya M. Scindia, Minister of Communications of India, and Frederico de Siqueira Filho, Minister of Communications of Brazil, during the state visit of the President of the Federative Republic of Brazil to India. The agreement establishes a comprehensive framework for collaboration between the Department of Posts, India (DoP) and the Ministry of Communications of Brazil (MoCB) aimed at enhancing strategic partnership and knowledge exchange.

The memorandum provides for cooperation across policy and operational domains, including strengthening universal service and addressing systems, digital transformation, e-commerce logistics and postal financial services. It also foresees capacity building, technical exchanges and joint initiatives targeted at inclusive and sustainable growth. Enhanced coordination in multilateral forums such as the Universal Postal Union (UPU) is included as a priority.

Implementation will proceed through exchange visits of officials and experts, organisation of joint workshops and training programmes and structured information sharing between the two sides. India will share its experience in large scale postal transformation, covering digital services, e commerce logistics and citizen centric public service delivery to support modernisation efforts. The agreement is expected to assist efforts to strengthen the financial sustainability and operational efficiency of postal operators in a rapidly evolving market environment.

The memorandum will remain in force for an initial period of five years with provision for automatic renewal and will be implemented in accordance with the laws and regulations of both countries. The partnership is presented as reinforcing the growing India Brazil Strategic Partnership and contributing to deeper engagement between two key partners from the Global South. Officials from both countries will coordinate to translate the framework into practical projects and programmes that aim to boost last mile service delivery and financial inclusion.
