The Indore Development Authority is preparing to present a budget for the coming financial year with an outlay expected to exceed Rs 16 bn. The proposed plan will be tabled at the authority’s next board meeting as officials seek to set priorities for urban development. Last year the authority had proposed an estimated income of Rs 15.97 bn against an expenditure plan of Rs 15.09 bn but acknowledged that only about one third of the planned work could be executed, with actual on?ground development limited to around Rs 5 bn to Rs 6 bn.

The prior programme included proposals to shift the Cantonment grain market and to develop new inter?state bus terminals on Bhopal Road and Dhar Road as part of a wider transport upgrade. The master plan also envisaged construction of arterial roads identified as MR?11 and MR?12 alongside projects for a startup park and a convention centre. Many of these initiatives remain incomplete, prompting scrutiny of delivery mechanisms and timelines.

An inter?state bus terminal at Kumedi that was built at a cost of over Rs 1 bn has yet to become operational because an operator is not in place, according to officials, and that example has highlighted gaps between capital spending and functional outcomes. Authorities indicated that the forthcoming budget is likely to prioritise accelerating stalled projects and strengthening basic urban infrastructure. Officials also noted that effective implementation will be crucial to translate allocations into visible improvements.

The authority plans to focus on realistic phasing and on identifying constraints that limited execution in the previous year, including administrative and financial bottlenecks. The budgetary proposal is therefore expected to combine continued capital investment with measures to improve project management and monitoring. Stakeholders will be watching whether the new allocations translate into faster delivery on the ground.
