Jharkhand Clears MSME Bill to Boost Industrial Growth

Jharkhand Governor Santosh Kumar Gangwar has approved the Jharkhand Micro, Small and Medium Enterprises (Special Exemption) Bill, 2025, paving the way for a new legal framework to simplify industrial operations and attract investment in the state.

The Bill, passed during the Monsoon Session of the Jharkhand Assembly, aims to promote industrial growth through the MSME sector by streamlining approval procedures and reducing bureaucratic hurdles for new and existing enterprises.

Under the new law, several permissions and inspections required for setting up and operating small and medium industries will be relaxed or simplified. The legislation also introduces a single-window clearance system, allowing all necessary licences and related services to be accessed through a single digital platform — a step expected to make the process more transparent, efficient, and investor-friendly.

According to officials, the Bill will help accelerate growth in the MSME sector, attract fresh investment, and support small business expansion across the state. The reform is also expected to improve Jharkhand’s ease of doing business ranking and create new local employment opportunities.

With the Governor’s assent, the legislation will now be formally notified, giving it full legal effect. Once implemented, it is anticipated to serve as a key catalyst for industrial activity, entrepreneurship, and inclusive economic development across Jharkhand’s districts.
