The Karnataka government is preparing a comprehensive master plan to transform Pilikula Nisargadhama in Mangaluru into an integrated hub for science, environment, education and tourism. Science and Technology Minister Ajay Dharma Singh said the tender process for preparing the plan would be initiated shortly.

Singh chaired a meeting in Bengaluru with senior department officials, scientists and heads of affiliated institutions to review key projects and upcoming initiatives. The proposed plan will focus on optimum utilisation of Pilikula’s 339.90 acres, upgrading existing facilities, developing new attractions and strengthening science education.

The plan will also address biodiversity and environmental conservation, while seeking to improve the experience for visitors. Officials have been asked to examine the potential for positioning Pilikula as a leading science and eco-tourism destination over the next 10 to 15 years, rather than allowing development to take place through separate and uncoordinated projects.

The minister directed officials to identify components that could be developed through a public-private partnership model and facilities that could be managed on a commercially sustainable basis. The exercise is to ensure that new science experiences, visitor facilities and attractions generate sustainable revenue without affecting the character and uniqueness of the destination.

Singh also asked officials to study the feasibility of establishing a Science Gallery in the Kalyana Karnataka region to make science more experiential for students and the public. He referred to Science Gallery Bengaluru, part of the global Science Gallery Network, as a possible model for combining science, art and public engagement.

Officials were further asked to explore stronger links between Science Gallery Bengaluru, regional science centres and departmental planetariums. The proposed connections could allow exhibitions, educational content and science experiences to be shared across institutions. Singh said science centres across Karnataka should develop as a connected network, enabling students in different regions to access new exhibitions and learning opportunities on a continuing basis.
