Meghalaya Cabinet Approves MSME Facilitation Ordinance
The ordinance will streamline the process through which micro, small and medium enterprises (MSMEs) obtain licences, clearances, no-objection certificates (NOCs) and registrations needed to establish and operate their businesses. The state government has said the initiative will address procedural hurdles and reduce delays in securing approvals from various departments.
The facilitation mechanism will initially apply to industries classified under the white category. Such units do not require Consent to Establish or Consent to Operate from the Pollution Control Board, allowing the first phase of the initiative to focus on enterprises with fewer environmental approval requirements.
The government has stated that the ordinance will simplify applications and interactions with departments without removing the regulatory requirements that remain applicable to businesses. The initial coverage is therefore limited to eligible white-category industries while the existing framework governing their establishment and operation continues.
The Cabinet’s decision forms part of Meghalaya’s efforts to promote the development of MSMEs by addressing administrative difficulties associated with setting up and running businesses. The announcement did not specify the detailed implementation mechanism, application procedure or timeline for bringing the ordinance into operation. The measure is expected to support entrepreneurs by making approval-related processes more straightforward and improving coordination with government offices.
